Consultancy for Learning and Evaluation of the InnovAction Challenge: Innovation in Action responding to COVID-19

 

Background

The Young Americas Business Trust (YABT) is a nonprofit international organization that works in cooperation with the Organization of American States (OAS) to promote social and economic development of young people around the world. While building entrepreneurial capacity and creating opportunities for future business leaders, the YABT community advances the global goals and strengthens youth-led initiatives for sustainable development. In 2007 YABT launched the Talent and Innovation Competition of the Americas (TIC Americas) as a global platform for business support and accelerator for young entrepreneurs. It provides orientation, training, mentoring, seed capital and investment support, as well as access to a network of international contacts. 

 

YABT recognizes the role that young entrepreneurs and innovators have in supporting communities to overcome the social and economic challenges that the world is going through because of the COVID-19 pandemic. In those regards, YABT in partnership with the Inter-American foundation (IAF) and the Summits of the Americas Secretariat of the Organization of American States (SAS/OAS) launched the InnovAction Challenge Innovation in Action Responding to COVID-19, as one of the three categories of the 16th edition of TIC Americas. The Innovation in Action Challenge (InnovAction) will identify, support, and recognize innovative solutions and new business models that contribute to an inclusive and equitable economic recovery from COVID-19 in Latin America and the Caribbean.

 

The ideas participating in the program should respond to one of the following priorities:

  1. Social Inequality

  2. Gender Equity

  3. Citizen Youth Participation

  4. Industry Reactivation

 

InnovAction is a regional innovation competition and support program aimed at empowering young social and economic entrepreneurs—especially those from Afro-descendent, Indigenous, LGBTI, people with disabilities, and other marginalized communities—to respond to the emerging needs of grassroots communities in Latin America and the Caribbean as a result of the COVID-19 pandemic. Objective:

The Young Americas Business Trust (YABT) is seeking an experienced evaluator to design and implement a learning and evaluation review of InnovAction Challenge, as described above.

 

The Learning & Evaluation (L&E) review will help stakeholders evaluate and capture the lessons learned into a more comprehensive report about the progress of the program.

 

This is a remote position open for citizens or permanent residents of one of the 35 OAS Member States.

 

Responsibilities:

The evaluator will have the responsibility for the design and implementation of the Learning & Evaluation (L&E) of the InnovAction Challenge.

The evaluator will be responsible for the following:

 

  • Develop a work plan for the evaluation, including an agreed set of deliverables

  • Orient and manage the data collection

  • Provide quality assurance of all deliverables, including regular intermediate report logs that track details of the Learning and Evaluation and document all events that occur and the final report of the evaluation

  • Facilitate regular meetings with program leadership and other stakeholders to collect data

  • Conduct analysis of the data collected and present clear recommendations regularly to program staff and stakeholders

  • Work in close partnership with the YABT team in implementing evaluation activities, preparing evaluation plans and reports, and collection and analysis of evaluation data. 

  • Be actively engaged in capturing and advising on the effectiveness of the InnovAction Challenge format to reach, engage, and empower Afro-descendant, Indigenous, and LGBTI people, as well as people from other marginalized groups who applied and successfully participated in the program.

  • Assess the effectiveness of a competition format to identify and award proposals that are deeply engaged with grassroots community development.

  • Provide four interim reports which will provide actionable information and feedback for next steps in the competition and partnership. And one final report.

  • Work with our communications team to translate data into actionable and powerful messages that resonate with our audiences.

  • Design and lead reflection and learning events for program teams and contribute to the identification of the best practices and lessons learned.

  • Lead evaluation efforts, including drafting key questions and data collection tools, implementing interviews and focus groups, and data analysis with program leadership and community leaders.

  • Assist in presenting Evaluation and Learning (EL) data and recommendations to internal and external audiences.

  • Inform management of any identified bottlenecks, deficiencies or possible  improvements in the program. 

  • Work and interact with an international team, with colleagues working remotely in Washington DC, Mexico, Colombia, Panama and other locations.

 

Qualifications:

Required

  • 3-4 years of programming and/or evaluation experience in international development

  • Extensive technical knowledge, skills and expertise in evaluation design, concepts, and approaches, and evaluating complexity, in particular;

    • Facilitation skills, particularly related to programmatic and organizational learning;

  • Familiarity with Learning and Evaluation in international development, including skills such as;

    • Respect for local stakeholders and partners, ethical research, flexibility, energy, humility, willingness to learn on the go, and ability to resolve conflicts.

  • Strong analytical skills to support both qualitative and quantitative research;

  • Excellent oral and written communication and report writing skills in English and Spanish;

  • Keen attention to detail, especially related to documenting data and associated processes;

  • Citizen or permanent resident of one of the OAS Member States

  • Ability to work independently and remotely 

  • Graduate degree in Social Science, Organizational Theory/Behavior/ Communications, International Development, or related focus.

Strongly Preferred

  • French and Portuguese are a plus

  • Proactive learning, and time management skills with readiness to be in a learning role;

  • Previous experience and comfort working for multiple stakeholders with competing priorities/interests

  • Good sense of inclusivity and community-based development
